The highest authority is God, but God instituted all authorities and God’s Kingdom advances when Christians refuse to retaliate but rather humbly submit and suffer. Peter uses Christ as a perfect example of submission, for He entrusted Himself to the just Judge. In the same way, suffering Christians should commit themselves to the “Shepherd and overseer” of their souls.
